POSITION DESCRIPTION

GENERAL PURPOSE
Performs a variety of administrative, technical, accounting and financial functions in maintaining the fiscal records
and systems of the City.
The Assistant Finance Director assists Finance Director in budgeting, receiving, accounting and expending all City
moneys, as well as assisting with the City annual audit. The Assistant receives management direction from the
Finance Director. The incumbent must maintain a high level of confidentiality and professionalism and must
effectively represent concerns of the support functions to supervisors and managers alike.
The Assistant Finance Director, working under the supervision of the Finance Director, supplies internal and
external parties with ad hoc reporting and answers to specific requests.
SUPERVISION RECEIVED
Works under the specific weekly supervision of the Finance Director for reporting purposes. This person reviews
the Assistant’s work through reports and conferences for quality and consistency of results obtained.
SUPERVISION EXERCISED
Exercises limited supervision over up to two full-time employees on the Finance Staff in the absence of the Finance
Director.
ESSENTIAL DUTIES AND RESPONSIBILTIES
Provides assistance and direction in the development of short and long range plans for the Finance Department;
gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities
with other departments and agencies as needed. Cross-trains and reviews the work of all accounting function staff,
including but not limited to accounts receivable, business licenses, collections, fixed assets, bank reconciliations,
accounts payable and payroll.
Advises the Finance Director on fiscal or data processing policies, interpretations, procedures, and problems;
develops new and innovative ways of managing departmental operations; assures effective and efficient use of
budgeted funds, personnel, materials, facilities, and time. Maintains an awareness of proper safety procedures and
guidelines and applies these in performing daily activities and tasks; and performs other work as required.
Maintains internal control procedures and assures that state and national standard accounting procedures are
maintained. Completes accounting for various boards to provide appropriate financial statements and reports.
Occasionally develops financial studies and plans.
Occasionally attends bid openings and City Council meetings when requested. May assist in preparing reports for
Council Meetings, assists with surveys and other reports as directed; provides public records and information to
citizens, civic groups, the media, and other agencies as requested. Maintains fixed assets and keep all departments
current with quarterly reports or as requested. Back up for all finance staff.
Assists with the city insurance programs including liability, property, auto, health, dental, life, long term disability,
and worker’s compensation and risk management. Maintains a centralized record keeping system for employee
records in accordance to city ordinances and Federal and State regulations. Assists with individual and group
training sessions on various human resource topics. Provides a centralized location for personnel activities
including advertising, application collection and retention and new hire orientation.
PERIPHERAL DUTIES
Represents the Finance Director and City at various conferences, meetings, workshops, and seminars. Perform
general management, ad hoc reporting and special projects. Assist in training staff in use of computer hardware,
software and procedures.
JOB CONTEXT
The Assistant Finance Director works regular hours with occasional overtime. The Finance Director serves as this
position’s immediate supervisor. The person in this position occasionally works nights for meetings and/or special
projects. There is no shift work associated with this position with 95% of the work for this position is indoors; 5%
is outdoors and requires work done in all types of weather conditions. The Assistant Finance Director is accountable
for monetary, fiscal, budgetary, safety, and legal issues for which the position is responsible.
There is almost never any exposure to chemical and/or hazardous materials. The stress level associated with this
position is moderately high, varying with activities.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Candidate must possess a Bachelor’s degree from an accredited four (4) year college or university.
Degree must be in accounting, finance, business, public administration or a closely related field.
(B) Three (3) years of progressively responsible finance work, including experience in managing fiscal
operations at a lower level (preferably in a local government setting); Five (5) years of experience
preferred; or
(C) An equivalent combination of training and/or experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of modern governmental accounting theory, principles and practices; knowledge of
internal control procedures and management information systems; knowledge of office automation and
computerized financial applications; knowledge of public finance and fiscal planning; payroll and
accounts payable functions; working knowledge of budgetary, accounting and reporting systems,
GAAP, and GASB; working knowledge of insurance industry, public risk management and loss
control principles and practices, internal control procedures, contracts and legal agreements.
(B) Skill in operating the listed tools and equipment.
(C) Ability to prepare and analyze financial reports, maintain efficient and effective financial systems and
procedures and automated systems; ability to develop spreadsheets and utilize and implement software
applications; ability to effectively supervise staff, establish and maintain effective working
relationships with employees and city officials, vendors, claimants and the general public; ability to
communicate effective orally and in writing to analyze complex proposals and contracts; ability to
maintain efficient and effective risk management systems and procedures and analyze risks and
exposures.
SPECIAL REQUIREMENTS
Applicants must have a valid state driver’s license or the ability to obtain one within three (3) months. Must be
bondable.
