Welcome to Phelps County Central Communications
The Rolla Police Department is proud to serve the entire Phelps County community through its operation of Phelps County Central Communications — a collaborative initiative between the City of Rolla and the Phelps County Emergency Services Board. This partnership plays a vital role in delivering unified, county-wide emergency response services that enhance safety and coordination across the region.
Established on July 1, 1994, Central Communications was created through a visionary county-wide E-911 merger, bringing together multiple emergency dispatch services under one centralized system. Originally launched as a six-month pilot program, its success quickly proved undeniable, leading to its permanent implementation.
Today, the center is housed within the Rolla Police Department and is fully staffed and operated by RPD personnel. It provides 24/7 dispatch services for 15 primary member agencies and regularly supports additional agencies throughout the region as needed. This centralized model ensures faster, more efficient, and better-coordinated emergency responses, strengthening public safety for all of Phelps County.
In 2025, the 9-1-1 Center was officially dedicated to Paula M. Volkmer, former Communications Chief. Paula’s unwavering dedication, leadership, and compassion were instrumental in shaping the growth and success of our 9-1-1 services. From unifying agencies under one system, to championing the 9-1-1 tax that funded critical technological advancements, to her service on the Phelps County Emergency Services Board—her legacy continues to guide and inspire our mission every day.
